What the law says
The Control of Asbestos Regulations 2012 places a duty to manage asbestos in the common parts of rented residential buildings and throughout non-domestic lettings, identify it, record it, assess it, manage it. HMO licensing and tenant safety duties extend the same logic inside dwellings.
What compliance looks like
A management survey, a written register and plan, re-inspection on a sensible cycle, and sharing the information with anyone doing work, gas engineers included. For a typical rented house this is a few hundred pounds, not thousands.
When work is planned
Any refurbishment needs the register checked and, where the fabric is disturbed, a refurbishment survey first. Damaged or high-risk material gets removed with certification your records, and your insurer, will accept.
